It was the first official trip within a Center of Expertise and Testing of the Directorate General of Armaments (DGA) since his appointment as Minister of the Armed Forces in May 2022 for Sebastien Lecornu.

Arrived by Tiger helicopter this Friday around 2:30 p.m., he was greeted by Corinne Lopezthe director of the DGA Biscarrosse and was accompanied byEmmanuel ChivaGeneral Delegate for Armaments.

A 15,000 hectare site

Against the backdrop of an international crisis and the Ukrainian conflict, this visit inevitably took on the air of a troop review. The former Minister of Overseas in the Castex government, had therefore come to make an inventory of this center established in 1962 on the Landes coast on an area of ​​15,000 hectares. A site specializing in flight testing of strategic missiles, testing of instrumented weapon systems, or testing of missile subsets in air, land, sea and submarine environments.

War is now “hybrid”

In a speech to all the elected officials, staff of the center and the military, he wanted to show his support for this “great family” of the DGA and to qualify the Biscarrosse site as a “symbol of this war of tomorrow that France must be able to confront”.

Today’s conflicts are becoming hybrid, we cannot wage “tomorrow’s war” with yesterday’s means.

And that requires autonomy, explained the minister, arguing that the country should keep its position of deterrence. The conflict in Ukraine showed: “It’s a difficult moment and we have to adapt for the future”.

Sébastien Lecornu also mentioned that beyond a frontal war, conflicts are now hybrid meaning an increase in attacks by cyberattacks, sabotage, misinformation and even pressure on resources.

We must also take care of our defense manufacturers so that we don’t end up buying from China or Washington.

With a budget of 40 billion in 2022, the Ministry of the Armed Forces forecasts an increase of 3 billion each year until 2025.

Increase production capacities

It is in this strategy that a round table was recently held with the main representatives of the Defense Industrial and Technological Base [BITD]. An idea in mind for the minister, to increase the production and delivery capacities of equipment for all the army corps anticipating conflicts medium or high intensity.
